A Deep-Sea Milestone: Cook Islands and China Partner on Sustainable Seabed Resource Development
The Seabed Minerals Authority (SBMA) has entered a Memorandum of Understanding (MoU) for Blue Partnership in the Field of Seabed Minerals Affairs with the Ministry of Natural Resources of the People’s Republic of China, reinforcing a shared commitment to marine cooperation, sustainable resource management, and advancing deep-sea research.
The MoU marks a significant step in strengthening bilateral relations between the Cook Islands and China, focusing on the sustainable exploration, management, and utilisation of seabed mineral resources. The agreement aligns with international law, including the United Nations Convention on the Law of the Sea (UNCLOS), and underscores the mutual dedication to environmental preservation and responsible seabed resource development.
The partnership will drive cooperation across scientific research, technology transfer, environmental impact assessments, and capacity building to support knowledge-sharing and best practices in the responsible development of seabed minerals.
Under the MoU, the Cook Islands and China will cooperate in:
Capacity building and technology transfer – Enhancing expertise and knowledge exchange in seabed minerals exploration and environmental management.
Environmental stewardship – Conducting research to better understand and mitigate potential environmental impacts on deep-sea ecosystems.
Logistical support for exploration activities – Facilitating collaboration on surveys, expeditions, and research projects.
Seabed minerals exploration and research – Advancing scientific understanding and sustainable utilisation of deep-sea mineral resources.
This partnership complements broader cooperation under the Action Plan for Comprehensive Strategic Partnership (CSP) 2025-2030, supporting the Cook Islands’ long-term vision for sustainable development and economic diversification.
The establishment of a Joint Committee on Marine Cooperation in Seabed Minerals Affairs will oversee the implementation of this partnership, ensuring that all initiatives are guided by the principles of sustainability, transparency, and scientific integrity. The agreement also opens pathways for young Cook Islands experts to engage in China’s Marine Scholarship Program, fostering international knowledge exchange in ocean resource management.
It is important to note that this MoU is not an agreement for an exploration or mining licence, nor does it alter the Cook Islands' robust licensing and regulatory processes. The Cook Islands Government retains full control over seabed minerals governance, ensuring that any future developments align with the nation's best interest, international best practices, and environmental sustainability principles.
Prime Minister and Minister for Seabed Minerals, Hon. Mark Brown, reaffirmed the significance of the agreement, stating: “This partnership supports the Cook Islands’ broader engagements under the Comprehensive Strategic Partnership (CSP) Action Plan 2025-2030, reinforcing our leadership in responsible ocean governance, scientific collaboration, and environmental stewardship. Our seabed minerals section remains under strict regulatory oversight, ensuring that all decisions are made transparently and in the best interest of the Cook Islands and its people”
The MoU will be in effect for an initial five-year period, with provisions for review and renewal based on its impact and effectiveness. Both parties will work closely to ensure that all activities align with international best practices and contribute positively to the advancement of seabed minerals governance.
